Owen Yaa Baya is the County Secretary for Kilifi County Government. He holds a Bachelors degree in Education and a masters degree in educational Economics and Planning from Kenyatta University. He is a PHD candiadate.
He is currently a Fulbright Scholar of the Hubert Humphrey Fellowship at Pennsylvania State University ( Penn State) United States of America. He was trained in Higher Education management in Germany under the UNILEAD pro-gramme of the DAAD (Germany Academic Exchange programme). He studied at the Carl Von Ossietzky University of Oldenburg ( Financial Management, Project manage-ment and University Leadership, and Cost Accounting), and the Berlin University of Professional studies where he studied Human Resource Management. Owen is a trained strategic planner and con-sultant by the American Management Asso-ciation. He has participated in the Global Leadership Forum in Washington, the Association of Scholars in Higher Education Conferences in Las Vegas (ASHE) where he is a member. He has attended enhancement workshops at Emory University in Atlanta Georgia.
Owen Yaa Baya previously served at Pwani University as a Lecturer and Senior Assistant Registrar in-charge of Planning and Policy. He also previously served as the Deputy Principal Coast Institute of Technology Voi, Kenya. He was a High School teacher and Head of English Language at Kenyatta High School Mwatate, a national School for boys. In the society Owen Serves as the Founder Board Chairman of Canon Mweri Secondary School, a member of the Board of Coast Institute of Technology appointments of the Minister of Education in Kenya. he also sits on the Boards of SCOPE and TRACK KENYA CBOs as part of his social respon-sibility.
